The title "All City", in graffiti lingo, refers to the state of being known for one's graffiti throughout a city. the sign says “Ubiquitous Surveillance” and the paint bucket says “You are free”.

Here's and idea if you haven't already thought of it yet. You could have her have a graffiti war something like the Bansky vs Robbo war [link]. Maybe against an "accepted" street artist that the government approves of, and her graffiti for the "We Are Free" Movement. And I feel like this graffiti that Bansky did would fit your story well [link]
